Minutes of November 16, 2022
The regular meeting of the Stillwater Township Planning Board was held at the Municipal Building. The meeting was called to order by Vice Chairman Donofrio at 7:31 p.m. He announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et.seq.

Mayor Scott made a motion to approve the minutes of October 19, 2022. Motion seconded by Ms. Puccio. Roll call vote:

Mr. Donofrio opened the meeting up to the public at 7:32 p.m. With there being no public comment, the meeting was closed to the public.

Memorializing EMORIALIZING RESOLUTIONS:
#22-001 The Nature Conservancy, B 3303, Lot 1
Mr. Haggerty reviewed the draft Resolution and he agreed to remove the deed restriction pertaining to hunting from the draft.
Mayor Scott made the motion approve the Resolution as discussed this evening. Motion seconded by Mr. Barta. Roll call vote:

Liaison Updates-Committee, Mayor, Board of Adjustment, and Environmental
Mr. Barta and Mayor Scott provided the Committee update, which was discussed with the Board: Noise Complaints, Accepting Resignations, Shared Services, Christmas Tree Sales, OEM Coordinator, RFP for Attorney and Auditor, Bicentennial, Tax Liens/Sales, age for drivers for DPW/Fire Department, Thanksgiving Dinners, Tree Lighting scheduled for 12/4, looking into the heat in buildings, and hiring for the community center roof project.
Ms. Schemm provided the Zoning Board of Adjustment update: hearing scheduled for the November meeting.
The Environmental Commission was present at the Township Committee to discuss Bio-Char.
Interviews for Engineers
Ms. Schemm stated that interviews are scheduled for rescheduled December meeting of December 7th and sample reports and billing (from the 3 potential candidates) will be emailed out to all Board Members in the next few days. Zoning Board of Adjustment Members are also invited to attend the meeting and notice has been provided in case there is a quorum of Board Members present. It was suggested that Board Members email possible questions to the Board Secretary so that a list of questions can be prepared. The Board went on to discuss the procedure (15 minute blocks with 5 minutes in between).
Escrow Refunds
Ms. Schemm stated that she is working with the CFO to prepare escrow refunds for older applications.

The meeting was opened to the public at 8:06 p.m. With there being no public comment, the meeting was closed to the public.
ADJOURNMENT:
With there being no further business, there was a motion made and seconded to adjourn the meeting. In a voice vote, all were in favor at 8:07 p.m.
