Stillwater Township Planning Board

Minutes of May 18, 2022

The regular meeting of the Stillwater Township Planning Board was held at the Municipal Building. The meeting was called to order by Chairman Pierce at 7:30 p.m. He announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et.seq.

MINUTES:

Ms. Puccio made the motion to approve the minutes of April 20, 2022. Motion seconded by Mr. Barta. Roll call vote:

PUBLIC SESSION

Chairman Pierce opened the meeting up to the public at 7:33 p.m.

Heidi Mountford was present and she asked if the Board could look into short term furnished rentals, which are different than Bed and Breakfasts. She stated that she knows that the Board will be working on the Master Plan and she hopes that short term rentals are considered by the Board. She spoke about her own personal experiences and the need for short term rentals in the County to accommodate people that are visiting and/or attending weddings in the area. She stated that guidelines can be put in place. After a brief discussion, the Board asked if Ms. Mountford could put together a position paper, for the Board to review. Ms. Mountford agreed.

With there being no further public comment, the meeting was closed to the public.

Ms. Raff made the motion to approve the bills, funds permitting. Motion seconded by Ms. Puccio. Roll call vote:

MEMORIALIZING RESOLUTION:

#22-001 North Shore House, Block 36.01, Lot 16

Mr. Haggerty reviewed the draft Resolution. A spelling correction was noted and Mr. Haggerty noted a clarification.

Mr. Barta made the motion to adopt the Resolution as modified and discussed this evening. Motion seconded by Mr. Pierce. Roll call vote:

OLD/NEW BUSINESS:

Master Plan Reexamination

Ms. Schemm stated that she has reached out to the Township Engineer and we may have something to review for the June meeting.

Discussion Deferred

Liaison Updates-Committee, Mayor, Board of Adjustment, and Environmental

Mr. Barta provided the Committee update, which was discussed with the Board: Budget adoption, Vet bill, LED Lighting, hiring of a Deputy Clerk, Miss Stillwater, Little Miss Stillwater, Little Mister Stillwater, unpaid taxes, and review of the construction fee schedule.

Ms. Raff provided the Environmental Commission update: BioChar Letter.

Ms. Schemm provided the Zoning Board of Adjustment update: 5 new applications on for the agenda for completeness and a public hearing scheduled for Monday night.

OPEN TO THE PUBLIC:

The meeting was opened to the public.

Louise van der Haeghen was present and she was advised that the North Shore House Resolution was adopted and she was also told about the short term rental discussion.

With there being no further public comment, the meeting was closed to the public.

ADJOURNMENT:

With there being no further business, there was a motion made and seconded to adjourn the meeting. In a voice vote, all were in favor at 8:15 p.m.
