STILLWATER TOWNSHIP COMMITTEE MEETING

March 22, 2021 – Special Meeting

A REGULAR MEETING of the Stillwater Township Committee was called to order by Mayor Chammings at 6:01 p.m. noting the meeting date, time and place were duly published in the New Jersey Herald and posted at the Town Hall and advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13. Mayor Chammings added the meeting was being held virtually on Zoom and this meeting was also advertised with the link in the New Jersey Herald, the Stillwater Township website (www.stillwatertownshipnj.com) on the Stillwater Township Face Book page. PRESENT: Committeewoman Rumsey, Committeeman Morrison, Deputy Mayor Scott, Committeeman Fisher, Mayor Chammings, Municipal Clerk Lynda Knott and Attorney Angelo Bolcato ABSENT: None

Roll Call was taken and the flag was saluted.

NEW BUSINESS:

RESOLUTION 2021-044 Mayor’s Acceptance of the Resignation of Arlene fisher as Zoning Officer/Code Enforcement Official with committee concurrence

THEREFORE, BE IT RESOLVED that the Township Committee of the Township of Stillwater they do hereby concur with the Mayor’s acceptance of the resignation of Arlene Fisher as Zoning Officer/Code Enforcement Official effective March 31, 2021.

Mayor Chammings said the Township Committee by motion accepted Mrs. Fisher’s resignation at the March 16, 2021 meeting but this resolution formally acknowledges the resignation.

A motion was made by Mr. Scott to adopt Resolution 2021-044, seconded by Mrs. Rumsey. Roll Call Vote: Mrs. Rumsey, yes, Mr. Morrison, yes, Mr. Scott, yes, Mr. Fisher, abstained; Mayor Chammings, yes.

Mr. Robert Huber was in attendance to discuss performing the zoning officer position temporarily with the township committee. Mr. Huber had agreed to stand in until a permanent replacement could be hired. Mr. Fisher asked if Mr. Huber had the zoning officer certification. Mr. Huber said yes. The hours for the position were discussed. There would be four (4) hours in the office for public on Fridays and the other two (2) hours would be working with the construction official to start. The hours could then be evaluated to see if they were sufficient. There was a discussion regarding compensation and the township committee agreed to $45 per hour. Mr. Huber was satisfied with the compensation.

RESOLUTION 2021-045 Mayor’s Appointment of Robert Huber as temporary Zoning Officer/Code Enforcement Official with Committee Concurrence.

THEREFORE, BE IT RESOLVED that the Township Committee of the Township of Stillwater they do hereby concur with the Mayor’s appointment of the of Robert Huber as temporary Zoning Officer/Code Enforcement Official effective April 1, 2021 for six hours per week at the rate of $45 per hour.

A motion was made by Mr. Scott to adopt Resolution 2021-045, seconded by Mr. Fisher. Roll Call Vote: Mrs. Rumsey, yes, Mr. Morrison, yes, Mr. Scott, yes, Mr. Fisher, abstained; Mayor Chammings, yes.

Fire Department Contribution

During budget time the fire department requested they be awarded the funds to purchase their budgeted items to allow them greater flexibility rather than being subject to the township’s purchasing regulations. Mr. Morrison and Mr. Fisher had objected to the request because they feel the fire department would not be as accountable as if the township purchased these items. The fire department personnel said they would provide the township with a monthly accounting of the funds provided to them by the township. The discussion concluded with the township committee agreeing by motion that the funds budgeted to be used to purchase fire department items ($85,000.00) would be given to the fire department quarterly to allow the fire department to purchase materials for themselves. The motion was made by Mr. Scott and seconded by Mrs. Rumsey. Roll Call Vote: Mrs. Rumsey, yes, Mr. Morrison, no, Mr. Scott, yes, Mr. Fisher, no; Mayor Chammings, yes.

There being no further business, Mr. Scott made a motion to adjourn the meeting, seconded by Mr. Fisher at 7:10 p.m. In a voice vote, all were in favor.
