MEMBERS ABSENT: 

Mrs. Tosti called the meeting to order at 7:06 p.m. with the statement that this meeting follows the Open Public Meetings Act. Regular meetings are held on the first Monday of the month at 7:00 p.m., at the Stillwater Township Municipal Building located in Middleville, New Jersey. This meeting was held at the Stillwater Township Municipal Building.

The flag was saluted and roll call taken.

Approval of Meeting Minutes:
Mrs. Staudt made a motion to approve the minutes of May 4, 2026 meeting, seconded by Mrs. Trotter.

Mrs. Tosti made a motion to approve the payment of the following bills totaling $3,568.39, seconded by Mr. Carovillano.

New Business:
Field Hockey – Kelly Livingston
Kelly Livingston previously proposed the idea of offering Recreation Field Hockey for the Kittatinny sending district including Hampton, Fredon, Stillwater, and Sandyston for children in 2nd thru 6th grade. If able, the program would run from August 10th thru the end of October to practice twice per week with games on Sundays. To support the program, they would need access to a field space for two age groups: grades 2-4 (approximately 25 yards by 50 yards) and grades 5-6 (approximately 40 yards by 60 yards). The idea was well received and proposed to the Township Committee. Recreation would need to decide which field, if available, could be utilized by field hockey. Stillwater School offered their fields as well, if we were unable to accommodate their field use. If Stillwater School provides the fields, we would be unable to assist financially with equipment. Mrs. Tosti will be in contact with Mrs. Livingston with updates but is awaiting a response.

In addition, Mr. Carovillano mentioned an upcoming soccer clinic and is looking forward to receiving applications.

Correspondence:
The Commission reviewed a Memo from the CFO regarding our Budget, which was approved on May 5, 2026.

Mrs. Wunder mentioned an email sent to her requesting usage of Volunteer Field’s parking lot and dumpster for 30 crew members of a small independent movie, which is being filmed in Hardwick, NJ. They were insured and willing to compensate for utilization of both the parking space and dumpster for their requested dates. Since the Commission is unable to make a decision regarding this request, the email was forwarded to the Township Clerk for approval/denial.

Open Public Session – Agenda Items Only:
The meeting was opened to the public at 7:18 p.m. No one from the public wished to speak. The meeting was closed to the public at 7:18 p.m.

Sub-Committee Reports:
Clean Up Day – 4/25/2026 – Mrs. Tosti:
There were 17 groups total, with 18 being the limit. 980lbs of garbage, 420lbs of recycling, and 58 tires were collected.

Senior Events – Mrs. Richardson:
Senior Ice Cream Social 8/15/2026 @ Community Center
A budget was requested from our CFO. this event typically costs between $300-$350. Safely, the Commission agreed not to exceed $400.00.

Mrs. Tosti made a motion to approve the Senior Ice Cream Social event budget, not to exceed $400.00, seconded by Mrs. Trotter.

Field Maintenance and Capital Report – Mr. Carovillano:
All fields are in good condition. Seasons are beginning to wind down. The DPW has been occupied with paving projects, therefore, the field have been put on a mowing hierarchy for prioritization according to field use and scheduling. Mr. Carovillano noted that Swartswood Field has remained dry considering how much rain we have had. The lock will be installed at Veteran’s Field.

Field/Pavilion Application Approvals, Scheduling – Mrs. Tosti & Mr. Carovillano:

Mrs. Tosti will be in contact with the Adult Softball League to update them on the playoff schedule.

Stillwater Day – 6/6/2026 @ 2pm:
Mrs. Tosti updated the Recreation Commission via email regarding the Stillwater Day schedule. Mrs. Benning confirmed the number of watermelons and their sizes needed for the contest. She will also purchase 3 cases of water from BJs. All items needed for Stillwater Day will be moved into the trailer for transport on Friday. Anything that has been ordered and arriving this week will be moved into the trailer as well. Mrs. Tosti listed the games, activities, prizes ordered. The Commission discussed the placement of the band to allow for a better flow than last year. A large tent is no longer needed. We will utilize the pavilion, and all vendors will be located near the pavilion as well. The DPW will put the fencing needed for the Fire Department’s beer tent. Mrs. Tosti will set up the pop-up tents halfway on Friday and finish on Saturday. CERT will be making snow cones and offering a game. The Fire Department will be providing food and beer. Bounce house signage is needed to ensure parents are responsible for watching their own children. Mrs. Richardson asked for liability purposes, if one of the members needs to oversee the bounce houses, and it was confirmed we do not. Mrs. Delaney recommended calling Ed Caffrey to see if he has any signs with the appropriate verbiage. If not, Mrs. Delaney offered to print signage (2 signs per bounce house).

We recently received complaints regarding the porta johns. There has been no sanitizer or toilet paper and one was at capacity. Septicare has been contacted to provide 1 additional unit for Stillwater Day. Concerns for the complaints were also mentioned. Septicare currently cleans the units 2x per week. Mrs. Tosti mentioned maybe we should consider having our unit cleaned 3x per week or add 1 additional unit for busy seasons.

Mr. Manser mentioned this past weekend on unit located in Veterans parking lot was vandalized and the security cameras were stolen as well.

Miss Stillwater, Little Miss and Mr. Stillwater – 5/31/2026 – Mrs. Staudt:
There were 15 participants. A total of $725 was spent. Mrs. Staudt noted that for better organization she will make a specific checklist for next year. Mrs. Staudt stated the winners and she will be emailing the contestants about Stillwater Day and the fair. The families of the contestants were praised for their willingness to help clean up after the event without being asked.

Garage Sale Weekend – 5/16/2026 & 5/17/2026 – Mrs. Wunder:
We’re awaiting payments from 1 resident. Mrs. Wunder will be in contact with them.

Consent Agenda Items:
All items with an asterisk (*) are considered to be routine and can be passed as one item on the agenda. All items will be handled by one (1) motion, one (1) second, and a vote. There will be no separate discussion of any of these items unless a Commission member requests the item(s) to be moved to discussion amending the Agenda. Liaison Report:
Mr. Manser reported on our Cannabis Ordinance. A farmer in town, who currently grows hemp, expressed interest in going full-scale cannabis for medicinal purposes. It was requested that the town re-write the Ordinance. The Planning Board is currently in discussion regarding this, which will then go back to the Township Committee. Sales will leave Stillwater and be sold to surrounding towns. He has no intention of resale. Mrs. Tosti asked if it was near any parks, and it was confirmed that it is not.
