Mrs. Tosti called the meeting to order at 7:04 p.m. with the statement that this meeting follows the Open Public Meetings Act. Regular meetings are held on the first Monday of the month at 7:00 p.m., at the Stillwater Township Municipal Building located in Middleville, New Jersey. This meeting was held at the Stillwater Township Municipal Building.

The flag was saluted and roll call taken.

Approval of Meeting Minutes:
Mrs. Tosti made a motion to approve the minutes of July 1, 2026 meeting, seconded by Mrs. Staudt.

Open Public Session – Agenda Items Only:
The meeting was opened to the public at 7:11 p.m. No one from the public wished to speak. The meeting was closed to the public at 7:11 p.m.

Sub-Committee Reports:
Clean Up Day – 410/3/2026 – Mrs. Tosti:
Mrs. Tosti spoke with our CFO regarding a fall clean up date. October 3rd has been secured as our fall date. 4 tires per family may be accepted at the Stillwater Recycling Center. Our CFO requested moving the morning registration to Town Hall. The Commission agreed it’s a more than central location for groups as well. All groups will register at Town Hall and report to the Recycling Center after completion of their routes. Paperwork will be updated as needed.

Mrs. Tosti made a motion to set our Fall Clean Up date to October 3, 2026 and move the morning registration from the Recycling Center to Town Hall, seconded by Mr. Carovillano.

Field Maintenance and Capital Report – Mr. Carovillano:
Mr. Carovillano mentioned that Swartswood Field is left in poor condition after the Adult Softball League leaves. However, they do not have access to our field maintenance tools. Mr. Carovillano suggested a lock box to allow them access to the shed. If the shield is still left in poor condition once they have access to field maintenance tools, we will need to revisit their field use approval moving forward.

Mrs. Tosti made a motion to purchase a lock box to exceed $100.00 for the Swartswood Field to allow all teams access to field maintenance tools for proper care of our fields, seconded by Mr. Carovillano.

Mr. Carovillano noted that he is aware the DPW has been short staffed and it is understandable, but a better mowing schedule needs to be set for all fields.

Summer Soccer Skills Clinic
Volunteer Field
July – August, Saturdays & Sundays

Mrs. Tosti made a motion to approve of the Summer Soccer Skills Clinic to utilize Volunteer Field for the above requested months and days of use, seconded by Mrs. Richardson.

Travel Soccer – Alicia Gardner
Pavillion at Veteran’s Field
July 25, 2026 from 11am – 5pm

Extension to approve field use, no approval needed today. Insurance is still active. They were planning to host their soccer camp in Hampton, however, the fields are currently closed so they asked to use our fields last minute.

Mrs. Tosti made a motion to approve Alicia Gardner’s pavilion use for the above requested date and time, seconded by Mrs. Benning.

Stillwater Day – 6/6/2026 @ 2pm:
It was reported that Stillwater Day went great. All members and volunteers worked well together and it was organized. The entertainment and vendors were great as well.

Sussex County Fair Display – 6th Grade Students @ Stillwater School:
The display came out wonderful thanks to all the 6th grade students at Stillwater School. Mrs. Tosti let the children know what ideas she had for the display. They were able to ask questions, it was nice to get them involved in brainstorming. Students from all grades at Stillwater School made additional bookmarks to be handed out during Sussex County Day.

Sussex County Day Expo – 9/20/2026:
Mrs. Staudt offered to chair this event. Mrs. Tosti requested that anyone who is willing and able, sit with Joanne for an hour or so throughout the day. Mrs. Tosti told Mrs. Staudt to please let her know if she can think of anything that should be purchased for giveaways.

Garage Sale Weekend – Mrs. Wunder:
The Commission further discussed communal sale locations. During our 2026 Garage Sale, we asked residents if they would be interested in a communal sale location for our 2027 Spring Garage Sale, 17 residents were interested. The Community Center, our fields, and the upper parking lot at Veteran’s were all suggested. The Commission favored the upper parking lot at Veteran’s. It also allowed field users to park below, plus it may help bring foot traffic to sellers. The location will be set at a later date.

All items with an asterisk (*) are considered to be routine and can be passed as one item on the agenda. All items will be handled by one (1) motion, one (1) second, and a vote. There will be no separate discussion of any of these items unless a Commission member requests the item(s) to be moved to discussion amending the Agenda. The item(s) will be moved from the Consent Agenda and discussed as the next Subcommittee item on the Agenda.

Open Public Session:
The meeting was opened to the public at 7:45 p.m. No one wished to speak during open public session. The meeting was closed to the public at 7:45 p.m.

Liaison Report:
– Mrs. Delaney and Mayor Rumsey attended the Board of Education nmeeting held on 6/29 to discuss plans to stabilize the ground to keep Stillwater School from shifting. 16 residents in total were in attendance. 2 engineers were present who are working on the proposal. The project should take about 4-6 weeks, beginning on June 10, 2027. It would be ready for the 2027 school year. Mr. Carovillano asked if there were any alternatives to their current plan. Mrs. Delaney said no and reported that residents asked if the building was still moving but the question couldn’t be answered, leading to frustrated residents. The project could cost anywhere between 1 million and 3.1 million. Residents feel that for such an expensive project, more proof should be presented.

– For now, the cannabis ordinance has been shot down. 2 committee members were in favor, 3 were opposed. The opposed were unhappy with how the revised ordinance was written.

– A gas franchise has been approved by Elizabethtown Gas in designated areas. They are seeking interest and commitment from residents.

– There is no interest in data centers in Stillwater and final adoption of the ordinance is set for July 21, 2026.

– The DPW needs gas tanks as well as their own tools, $75,000 plus an additional $24,000 has been designated for this.

– Keri Klamerus’ resignation has been accepted.

– Liquor license renewals are done.

– Meeting room microphones are being worked on, one additional piece is still needed.

– As of 2027, Zoom will be for attendance purposes only (listening only). If something needs to be said or discussed, the meeting must be attended in person.

– Ordinance is being drafted for short-term rentals in Stillwater. We want to make sure the rentals are inspected regularly, fees will increase, we will ensure that they remain short-term rentals, etc. Overall, we want a better idea of who our neighbors are.

– A new part-time receptionist has been appointed as well as full time truck driver and laborer for the DPW. In addition, seasonal part-time DPW workers has been hired. If all goes well and they are happy, they can re-apply for a winter part-time seasonal position.
