STILLWATER TOWNSHIP COMMITTEE MEETING
December 10, 2019 Special Regular Meeting
A REGULAR MEETING of the Stillwater Township Committee was called to order by Mayor Chammings at 7:00 p.m. noting the meeting date, time and place were duly published in the New Jersey Herald and posted at the Town Hall and advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13.
Roll Call was taken.
PRESENT: Committeeman Gross, Deputy Mayor Scott, Mayor Chammings, Municipal Clerk Lynda Knott, Attorney Angelo Bolcato ABSENT: Committeeman Morrison and Committeeman Fisher
REGULAR SESSION:
This Special Meeting was called because the December 3, 2019 meeting was cancelled due to inclement weather.
The flag was saluted.
CONSENT AGENDA
RESOLUTIONS: 2019-114 Authorizing the Governor’s Council on Alcoholism and Drug Abuse Fiscal Grant Cycle July 2021-June 2025
2019-115 Authorizing a Shared Services Agreement with the Township of Sandyston for the Services of a Qualified Purchasing Agent
2019-116 Authorizing Change Order for Closeout of Contract for Old School House Road Improvements – Phase III
2019-117 Amending the 2019 Budget
2019-118 To Adopt AXA Equitable’s Specimen 457 Plan Document
2019-120 Approving the Professional Services Agreement between the Township of Stillwater and Scott Holzhauer, CTA, SCGREA 2019-121 Appointing Richard Bizik as UCC Fire Inspector
Resolution 2019-120 was pulled for a separate vote.
Mr. Scott made a motion to adopt Consent Resolutions, seconded by Mr. Gross.

Mr. Scott made a motion to adopt Resolution 2019-119, seconded by Mr. Gross.

OLD BUSINESS:
ORDINANCE 2019-10 Public Hearing and Adoption
Creating Chapter 339 of the Municipal Code of the Township of Stillwater Entitled, “Soil and Fill Placement”
Mayor Chammings stated she would be voting no at this public hearing for the above referenced Ordinance because there were several changes to the document to be done and it would be revisited in 2020.
Mr. Scott made a motion to adopt Ordinance 2019-10, seconded by Mr. Gross.

OPEN PUBLIC SESSION
At this point, this portion of the meeting was opened to the public. No one wanted to speak so the session was closed.
DISCUSSION ITEMS:
Hoover Truck Bill:
The Clerk asked the Township Committee if they were in favor of charging back Hoover & Sons Inc. the $150 per day late charge and the additional $25.00 paid to title the truck.
Mr. Scott made a motion to charge the amounts back as stated in the contract, seconded by Mr. Gross.

Recycling Coordinator:
Mayor Chammings noted on December 17, 2019 agenda would be a resolution appointing Jeff Gardner as Recycling Coordinator.

There being no further business, Mr. Scott made a motion to adjourn the meeting, seconded by Mr. Gross at 7:13 p.m. In a voice vote, all were in favor.
