Planning Board Meeting Minutes August16,2023

The regular meeting of the Stillwater Township Planning Board was held on the above date and was called to order by Mr. Pierce at 7:45 pm.

Roll Call: Members Present:

Members Absent: Mr. Barta

Also Present: William Haggerty, Esq.

The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.

MINUTES:

Mayor Chammings made the motion to approve the minutes of July 19, 2023, seconded by Mr. Pierce.

OPEN TO THE PUBLIC:

The meeting was opened to the public at 7:47pm. As there was no public comment, the meeting was closed to the public at 7:47pm.

MEMORIALIZING RESOLUTIONS:

Nature Conservancy Block 3302, Lot 1

Mrs. Puccio made the motion to Memorialize the above resolution, seconded by Mayor Chammings.

Robert Lippencott Appointment to Planning Board

Mr. Pierce made the motion to appoint Mr. Lippencott to the Planning Board, seconded by Mrs. Puccio.

Resolution Authorizing Release of Escrow Accounts

Mayor Chammings made the motion to approve the release of the Escrow accounts, seconded by Mr. Voris.

Nomination of Karen Puccio for Vice Chair

Mayor Chammings made the motion to appoint Mrs. Puccio as Vice Chair of the Planning Board, seconded by Mr. Pierce.

Resignation of Robert Venezia from Planning Board -The board would like to thank Mr. Venezia for his time as a member of the Stillwater Township Planning Board. Best of Luck!

Mr. Voris – voiced ideas he would like to propose in the future:

  1. Stillwater used to be loaded with apple orchards. Mr. Voris has located a few and would like to start grafting old apple trees in our town. He suggested possibly putting together a community program. Mrs. Puccio asked Mrs. Wills’ opinion and she will bring it up at the next Environmental meeting.
  2. For the purpose of Stormwater Management, the County roads in Stillwater cover 23.5 miles and the Municipal roads cover approximately 42.6 miles. Mr. Voris proposed a suggestion to our townspeople to create a program to encourage families and/or business to adopt a portion of their respective roads and maintain/clean said portion. Mayor Chammings suggested it be proposed to the Recreation Committee {through the Clean Community Grants) as they would handle this type of matter. Another suggestion would be to propose this idea at the next Stillwater Clean Up Day.

LIAISONS:

The followtng report was provided by Mayor Chammings and Mrs. Wills:

Climate Change Resiliency Workshop was done. The Trex program continues to collect plastic for the benches for the school.

Update on Recreation – K9 Demonstration will be this week. There is now a link on the website to see updates on the Recreation program. The Kids Camp program went extremely well this year.

There are two new workers at Town Hall. Valerie Ingles is the new Deputy Clerk and she works Monday through Thursday. Danielle Locascio also works on Fridays so the front desk is now covered Monday through Friday.

DPW – Gerry Latham was appointed as provisional acting Supervisor and Joe Fernari as provisional acting Assistant Supervisor. There are 8 applications to go through to hopefully fill the two current openings.

Foreclosures are moving along.

A memo is forthcoming from our Zoning Officer regarding his interpretation of Long Term rentals.

Mr. Pierce opened the hearing to the public at 8:18pm. There being no public comment, the meeting was dosed to the public.

With there being no further business, there was a motion made to adjourn the meeting by Mayor Chammings, 2nd by Mr. Voris.
