The regular meeting of the Stillwater Township Recreation Commission was held on April 2, 2018 at 7:00 pm at the Stillwater Municipal Building, Stillwater, NJ. The meeting was called to order by Commission Chairman David Manser with the statement read that this meeting is in compliance with the Open Public Meetings Statement and the flag salute.
Members Present: Mr. Ashley, Mrs. Delaney, Ms. Hess, Mr. Manser, Ms. Richardson, Mr. Sylvester
Members Absent/Excused: Mrs. Connelly
MINUTES
Motion by Ms. Richardson, seconded by Mrs. Delaney, that the minutes from the both the reorganization and regular meeting on Feb. 5, 2018 be approved. Motion carried with 1 abstention from Mr. Ashley.
BILLS
The following bills were presented – A Royal Flush $ 68.00; A Royal Flush $ 68.00; NJ Herald (Meetings notice) $ 30.60. Motion by Mrs. Delaney, second by Mr. Manser to approve the bills. Motion carried with 1 abstention from Mr. Sylvester.
CORRESPONDENCE
Letter from Windsor Soil with pricing. Letter given to Mr. Manser. (Mr. Manser mentioned that the DPW ran out of material so not everything was completed. They will take care of it shortly). An ad from Drayer Institute on Sports Safety. Ms. Hess will forward copies to all sports representatives using our fields. Copy of notice in NJ Herald. Copy of Resolution appointing Commission member Michele Hess as Secretary. A copy of our letter to the Sheriff for SLAP to do field maintenance at Veteran’s Park; copy of the letter to the sheriff for Stillwater Day help, sign, lights, etc., catalogs, ads for entertainment.

OLD BUSINESS
2. Fields Update – DPW finished balance of tree work at Veteran’s. There was a new one that fell. There will be more to be cleaned up. There is a large one that needs to be cut up but DPW needs a bigger bar for chain saw. Mr. Sylvester asked if there is an issue of the public cutting up and taking the wood. Mr. Scott (liaison) mentioned that the Town has to drop the trees due to insurance purposes and people are welcome to take the wood once cut down. SLAP will be in to clean up around fence by softball field. Once cleaned out, DPW will continue to maintain it. Mr. Sylvester brought up to Mr. Scott about the parking lots. Things are pending budgets, etc.
4. Punch list – things are getting done. Concession stand at Stillwater Park – weather hasn’t been on our side. Mr. Manser will stay on that.
5. Magnetic bases – Mr. Choma mentioned that it was mandated in 2008 with 3 year grace period that safety bases need to be installed in all fields. The question is whether our bases comply or do we need the magnetic safety bases. These would be needed on 2 fields, one at Veteran’s and one at Stillwater Park. Mr. Choma will be getting us the information. {Unable to hear Mr. Choma on the tape.} We are looking into the magnetic bases. We will need 3 sets ($549.99 / set) Little League will be willing to work with us. We will leave it on the agenda pending budget and more information. The home plate an pitcher’s mound needs to be looked into at Veteran’s Park. Bases are more than 10 years old. Little League will be willing to purchase the home base and pitcher’s mound, if needed, and we will work out with them.
6. Clean Up Day. Motion by Ms. Hess, second by Mr. Sylvester to pay $300 per group for Clean Up Day. We had to get the forms out and since no meeting in March, we went ahead with same amount paid last year. Motion carried. We have 7 forms back and more responses. Tammy Leonard purchased tote bags and t-shirts. Since we still have a lot of peat pots left, we just need to get the seeds to go with them. We have water already. DPW will supply gloves, bags, vests, etc. Shredding machine will be there. Be at recycling between 8 & 8:30 for 9am start.
7. Benches, shed, etc. – Mr. Sylvester got quotes on bleachers for 3 row. Don’t need to tops as we can reuse the aluminum planks from the old bleachers at Stillwater Park and reuse as new benches. The total for the 2 sets of bleachers will be $3,187.50 plus freight. Motion by Mr. Sylvester, second by Ms. Richardson to approve pending budget approval for 2 sets of bleachers, per quote by Ben Shaffer Recreation, Inc. Motion carried.
8. Port-a-John’s – Ms. Hess had toilets were returned. The day before they were scheduled for delivery we had another snow storm. On arrival, the DPW plowed the drive for them but they weren’t able to get down the hill with their truck. They left them at the top. They have since been moved down to where they belong.

COMMITTEE MEMBER COMMENTS
Ms. Richardson – At the budget meeting, the town discussed the playground. They want us to move the seesaw from phase II into phase I and eliminate the rock wall. This is a liability issue.
Mr. Sylvester – wanted to mention that long-time town resident and VIP Emil Sorensen passed away
LIAISON REPORT
Mr. Scott had no report other than the budget will be up for public discussion this next meeting (tomorrow night). Mr. Sylvester asked Mr. Scott to please bring up the parking lot.
