Mrs. Tosti called the meeting to order at 7:07 p.m. with the statement that this meeting follows the Open Public Meetings Act. Regular meetings are held on the first Monday of the month at 7:00 p.m., at the Stillwater Township Municipal Building located in Middleville, New Jersey. This meeting was held at the Stillwater Township Municipal Building.

The flag was saluted and roll call taken.

Approval of Meeting Minutes:
Mrs. Tosti made a motion to approve the minutes of March 2, 2026 meeting, seconded by Mrs. Staudt.

Payment of Bills:
Mrs. Tosti made a motion to approve the payment of the following bills totaling $1,436.00, seconded by Mrs. Trotter.

Septicare (March 2026 Porta John Rentals) – $430.00
Rolling Video Games of NJ (Stillwater Day Entertainment) – $900.00
Home Depot (Field Maintenance/Improvement Supplies) – $58.51
Amazon (Egg Hunt Supplies) – $47.49

New Business:
Field Hockey – Kelly Livingston
Kelly Livingston was in attendance via Zoom to propose the idea of offering Recreation Field Hockey for the Kittatinny sending district including Hampton, Fredon, Stillwater, and Sandyston for children grades 2-6. If able, the program would run from 8/10 thru the end of October, with practice being 2x/week and games on Sundays. To support the program, they would need access to a field space for 2 age groups. Group 1 would be grades 2-4, requiring approximately 25 yards x 50 yards, and Group 2 would be grades 5-6, requiring approximately 40 yards x 60 yards. The proposal was well received especially since prior to 7th grade, when field hockey is introduced, our children have no opportunity for exposure. Mrs. Tosti inquired  about the weight of the goals (moveable or not). Mrs. Livingston said there are 2 types of goals, both being moveable. One is much larger with wheels, but movement is limited due to weight. Mrs. Livingston will obtain quotes for goals. Mrs. Tosti will be bringing this information to the next Township Committee meeting to discuss whether one of our fields can be utilized for this program. Mrs. Livingston greatly appreciated the opportunity to discuss this program and any accommodations and/or recommendations that can be made to push this program in the right direction.

Blanket Order
Due to shipping costs, we’ll need to budget for at least $300-400 over the blanket cost amount to ensure we can cover shipping costs and still leave enough funds in our account for a safety net. Blanket currently cost $30.50, no including shipping costs. We currently sell the blankets for $45.00 each. Mrs. Tosti noted that we also donate blankets and use them as giveaway items. The Recreation Commission agreed to increase the selling price to $50.00.

Mrs. Tosti made a motion to approve up to $400.00 to cover the shipping costs and any other overages, along with increasing the blanket price from $45.00 to $50.00.

Correspondence:
Resolution 2026-55: Mayor’s acceptance of the resignation of Heather Falotico as a member of the Recreation Commission with Committee concurrence.

Open Public Session – Agenda Items Only:
The meeting was opened to the public at 7:25 p.m. No one from the public wished to speak during this time. The meeting was closed to the public at 7:25 p.m.

Sub-Committee Reports:
Clean Up Day – 4/25/2026 – Mrs. Tosti:
Clean Up Day will begin around 9am and usually ends by 12pm. The shredder has been confirmed and will be at Town Hall from 1pm to 4pm. Mrs. Tosti reported that she has 8-9 groups so far, 18 groups is the limit.

Senior Events – Mrs. Richardson:
Disco Night 4/11/2026 @ 6p-8:30p @ Community Center
Mrs. Richardson will be hosting a 70s themed Disco Party on 4/11/2026. There will be 70s themed trivia, word puzzles, free prizes, and simple finger foods. Food order has been finalized. Dessert and prizes are needed. An invoice is needed for our CFO from Rick Nothstine, the DJ, and Swartswood Deli to receive payment.

Field Maintenance and Capital Report – Mr. Carovillano:
Teams have been given the ok to begin playing on the fields, however, if any damage occurs teams must stop playing until the fields are fixed.

Field/Pavilion Application Approvals, Scheduling – Mrs. Tosti & Mr. Carovillano:

Rebecca and Oscar have successfully coordinated schedules. Adult softball has requested an extension of their season to accommodate their playoff schedule.

Mrs. Tosti made a motion to approve the extension of field use for playoffs for the Adult Softball League, pending the Little League schedule to ensure no conflicts, seconded by Mrs. Trotter.

Stillwater Day – 6/6/2026 @ 2pm:
The start time of Stillwater Day will be 2pm. Mrs. Trotter ad Mrs. Richardson have secured entertainment, a 9-hole miniature golf game and the band, No Fault, for live entertainment. The band invoice will be sent to the CFO this week. The golf game requires a 20×30 set up area and weather factors are not an issue for setup. An attendant brings all equipment, sets up, stays for the duration of the event, and removes the entire set up upon ending time. Mrs. Richardson and Mrs. Trotter are also working on additional games and prizes. This will be further discussed at our workshop meeting. There will also be an Earth Day Magic show. We will be using Tri-State Rentals for our bounce houses, invoice still needed. All Access has donated a stage as they have done so in the past. Mrs. Staudt inquired about the vendor fee amount, which Mrs. Tosti confirmed is $25.00.

Miss Stillwater, Little Miss and Mr. Stillwater – 5/31/2026 – Mrs. Staudt:
The contest will be held 1 week prior to Stillwater Day. Mrs. Staudt will be sending the application to Mrs. Tosti for posting, as well as to the high school and middle school. Sashes and accessories were ordered from Amazon. Mrs. Staudt asked what past judge gifts were and the amount spent. Mrs. Tosti mentioned different types of gifts ordered in the past, ranging from $5-10. Mrs. Tosti suggested using the Stillwater coffee mugs as gifts. Mrs. Staudt agreed, saying we could fill them with assorted candy and wrap them. Mrs. Trotter confirmed that cookies, brownies, and lemonade will be offered afterwards. The Shoprite card can be used for this purchase. No judges have been confirmed yet.

Egg Hunt – 3/21/2026 – Ms. Klamerus, & Mrs. Staudt:
This event is Rain or Shine unless there is extreme weather. The parking lot will be utilized if the grass is still snow covered. This event was well attended. It was quick, efficient, and well organized. Offering no prizes was much better to keep the kids focused on just having fun. The bunny did a wonderful job!

Garage Sale Weekend – 5/16/2026 & 5/17/2026 – Mrs. Wunder:
The application and banner were sent to Mrs. Tosti and our Clerk and Deputy Clerk for public posting. A communal location was offered last year, but only utilized by 2 sellers. Instead of securing the communal location again, Mrs. Wunder added a note on the application to check the box if interested in communal location for our Spring 2027 sale. 

Minisink Press will be printing 300 maps for the garage sale for $135.00.

Mrs. Tosti made a motion to approve Minisink Press’ print amount of $135.00 for 300 maps, seconded by Mrs. Trotter.

Straus News will be advertising the garage sale for 3 weeks (4/30, 5/7, and 5/14) in all 9 papers for $137.25.

Liaison Report (Mr. Manser):
– Mr. Manser complimented the success of the egg hunt.
– The budget is still being worked on. It will be introduced tomorrow evening at the Township Committee meeting. There will be a small increase and most of that increase is justified by the large increase in health insurance on the town side. Unfortunately, there is nothing we can do about that.
– The next 2 phases of paving Mt. Benevolence will be completed. From Hampton Road to Owassa Road will be resurfaced, milled, and some drainage work will be completed. Additional roads will be done in oil and stone.
– 2 new trucks have been purchased for the DPW. There were several issues with our trucks over the winter, as well as with personnel.
– Valerie is away this week, for any Clerk needs please speak with Julie.
– Dog rescue update: some dogs are already being adopted while others have medical issues that need to be addressed before adoption.
– Mrs. Tosti asked if the fields are turned over by our DPW. A team that utilizes our field inquired. Mr. Manser confirmed and stated it’s done with a rake.

Committee Member Comments:
Ron the “Bird Man” will be doing a demonstration for Barefoot University at Veteran’s Park on 5/7/2026 at 10 a.m.

Adjournment:
Mrs. Tosti made a motion to adjourn the meeting at 8:10 p.m., seconded by Mrs. Staudt. A vote was taken, and all were in favor.
