PLANNING BOARD MEETING
June 18, 2025

Roll Call:
Members Present: Mrs. Puccio, Mayor Chammings, Mrs. Delaney, Mr. Voris, Mr. Lippencott, Ms. Kavanagh, Mrs. McDonough
Members Absent: Mr. Pierce and Mrs. Fornari
Also Present: William Haggerty, Esq.

The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.

Minutes: Mrs. Delaney made the motion to approve the May 2025 Minutes, seconded by Mr. Lippencott.

Open to the Public: The meeting was opened to the public at 7:04pm. With there being no public comment, the hearing was closed to the public.

Bills: Ms. Kavanagh made the motion to pay the following bills, seconded by Mrs. McDonough:

Old/New Business:
An essay contest was held by the Stillwater Township 5th Grade. The topic was the future of Stillwater. Mr. Voris brought in copies of essays for the board to review. The decision was made to scan them into a PDF file for distribution as well as place the printed versions in a binder should any member wish to read the hard copies.

Mr. Haggerty provided an overview of the June 17, 2025 Memo from the Zoning Officer, Tom Dixon, regarding Bed and Breakfast Inns and Short-Term Rentals. This topic was tabled and may be discussed at the next hearing.

Discussion was held regarding joining the Sussex County Economic Development Program through the Chamber of Commerce. The cost is approximately $400.00 per year.

Mr. Voris made a motion to approve joining the Sussex County Economic Development program, seconded by Mrs. McDonough.

Various bills were paid totaling $1,089,182.00.

Mayor Chammings added that the Bicentennial was well attended. A marker will be going up in front of the old historic building relative to Amos Dixon who was a relative to our chair, Karen Puccio.

The Environmental Commission Report was provided by Mr. Lippencott:
The Environmental Commission met on June 9, 2025.

Three inspections and reports were completed for Zoning Applications.

The 40-Year Water Quality Report will be presented on July 26, 2025 from 10am to 11am at the Community Center.

The TREX Program continues collecting plastic and fishing lines.

Endangered species sightings were discussed.

The commission made a resolution to not endorse the Wildland and Scenic Water Study.

Public Comment: Mrs. Puccio opened the hearing to the public at 8:20pm. There being no public comment, the meeting was closed to the public.

With there being no further business, a motion was made to adjourn the meeting with all in favor at 8:20pm.
