WORKSHOP MEETING MEETINGS
TUESDAY, OCTOBER 8, 2024
A REGULAR MEETING of the Stillwater Township Committee was called to order by Mayor L. Chammings at 7:05 p.m. Mayor L. Chammings stated that this meeting is being held in compliance with the provisions of P.L. 1975, Ch. 231, Secs. 4 & 13 the Sunshine Law and that adequate notice of the meeting has been published in the New Jersey Herald as to the time, place, and date of meetings, and is posted in the usual location of posted notices in the municipal building as well as electronically on the township website.

DISCUSSION ITEMS
The Committee and CFO discussed various items for the bicentennial including fireworks, a generator, commemorative pins/coins or possibly hats, banners, food vendors, and entertainment. They have an approximate budget of $7,500 for the bicentennial which will be on June 7th, 2025 from 1pm-9pm with a rain date of June 8th. They will be contacting some local businesses to see if they would be interested in being sponsors for the event to try and cover some of the costs. They discussed having a tractor parade and also including classic cars, the fire department, red knights, etc. The parade will possibly start at the firehouse as the municipal parking lot isn’t large enough. Once they decide the route of the parade they will contact the engineer for a certified plan for the county permit.
The Township Committee discussed some ideas for capital items that they would like to purchase in 2025. The top priority is the vestibule for the community center. They would also like to purchase some solar lights for inside the shed because it’s very dark in there at night. The AC & heating unit also need to be replaced at some point. Mayor L. Chammings asked V. Ingles to give the CFO the quote for the stackable units that she got when applying for one of the grants. They also discussed having ABCode do the new wiring and cameras in the community center which would come out of the ARPA grant. The Capital Item requests are due by January 1st so that it can be included in the 2025 budget. Mayor L. Chammings asked that if anyone thinks of anything else that they should have their quotes and ideas ready by the December 17th Township Committee meeting.
The Township Committee discussed having JCP&L run electric to the park or getting a solar quote. The roof of the pavilion would be a prime spot for solar panels and would be a green way to light the park.
Mayor L. Chammings stated that she added the utility trailer to discussion because she would like to purchase one with the $10,000 EMMA grant that she received for OEM. The trailer would help aid in natural disasters that occur in Stillwater Township and will be very useful for the years to come. She could also use it to drive all the collected supplies from the residents of Stillwater and surrounding areas to North Carolina to help aid the people there that have been completely devastated by the recent hurricane, Helene.

RESOLUTION 2024-134
RESOLUTION AUTHORIZING THE TOWNSHIP OF STILLWATER TO ACCEPT A SUBGRANT AWARD OF THE FEDERAL FISCAL YEAR 2024 OF EMERGENCY MANAGEMENT PERFORMANCE GRANT AND EMERGENCY MANAGEMENT AGENCY ASSISTANCE
WHEREAS, the Township of Stillwater Office of Emergency Management has been awarded State Homeland Security Grant Program Sub-grant AFN #97.042, Subgrant Award #FY23-EMPG-EMAA-1920 from the New Jersey Department of Law and Public Safety, Office of the Attorney General. The subgrant, consisting of $10,000.00 Federal Award is for the purpose of enhancing the City’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies; and
WHEREAS, the Township of Stillwater will use these funds to enhance your Emergency Management Program and that the funds will be used for Emergency Management purposes; and
WHEREAS, the award period is from July 1, 2024 to June 30, 2025; and
WHEREAS, the subgrant award incorporates all conditions and representations contained or made in application and notice of award; and
WHEREAS, the Township of Stillwater Office Emergency Management, designated by the New Jersey State Police, Office of Emergency Management, has submitted an Application for Subgrant Award that has been required by the said New Jersey State Office of Emergency Management.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Township of Stillwater in the County of Sussex State of New Jersey:

RESOLUTION 2024-135
RESOLUTION AUTHORIZING PURCHASE OF
2024 HAULMARK 16 FOOT ENCLOSED TRAILER
WHEREAS, the Township of Stillwater desires to purchase a 2024 Haulmark 16 Foot Enclosed Trailer for the Stillwater Office of Emergency Management; and
WHEREAS, the Office of Emergency Management has $2,945.32 available for the purchase in its 2024 budget; and
WHEREAS, Stillwater Township has accepted the FY23 EWMA Grant in the amount of $10,000.00; and
WHEREAS, the remaining $4,379.68 will be taken from the FY23 EWMA Grant;
NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Stillwater, New Jersey as follows:

A MOTION was made by Mayor L. Chammings and seconded by Committeewoman D. Delaney to authorize ABCode to do the wiring, cameras and other necessary upgrades to the Community Center in an amount not to exceed $1,200.00.

A MOTION was made by Mayor L. Chammings and seconded by Committeeman G. Scott to purchase the movable, remote accessible Riolink camera for an amount not to exceed $500.

Committeeman D. Manser thanked Mayor L. Chammings for personally organizing a donation collection for the people that have been devastated in North Carolina on short notice and for driving the items down. He stated that he also thinks that the trailer is a great idea for future emergencies as well.

A MOTION was made by Committeewoman V. Rumsey and seconded by Committeeman G. Scott, with all members in favor, to adjourn the meeting at 8:21 P.M.
