REGULAR MEETING MINUTES

OCTOBER 7, 2025

A REGULAR MEETING of the Stillwater Township Committee was called to order by Mayor L. Chammings at 6:07 p.m. Mayor L. Chammings stated that this meeting is being held in compliance with the provisions of P.L. 1975, Ch. 231, Secs. 4 & 13 the Sunshine Law and that adequate notice of the meeting has been published in the New Jersey Herald as to the time, place, and date of meetings, and is posted in the usual location of posted notices in the municipal building as well as electronically on the township website.

EXECUTIVE SESSION: held in the Stillwater Township Municipal Building.

A MOTION was made by Committeewoman D. Delaney, seconded by Deputy Mayor V. Rumsey, with all members in favor, to adopt the Resolution permitting the Committee to go into Executive Session at 6:08 p.m.

STILLWATER TOWNSHIP COMMITTEE

RESOLUTION FOR EXECUTIVE SESSION

WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975 permits the exclusion of the public from a meeting under certain circumstances; and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

NOW THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Stillwater, in the County of Sussex and State of New Jersey as follows:

1. The public shall be excluded from that portion of this meeting.

2. The general nature of the subject matter to be discussed is as follows: Personnel, Attorney-Client, Litigation/Potential Litigation & Contract

3. As nearly as can now be ascertained, the matter or matters to be discussed at this time will be disclosed to the public when such matters are resolved.

A MOTION was made by Deputy Mayor V. Rumsey and seconded by Committeewoman D. Delaney to go back into Regular Session at 6:58 P.M.

Township Attorney E. Bernstein stated that the record should reflect that all members of the governing body present, commencing from Executive Session, are present to recommence the open session, along with the Township Attorney and the Township Clerk. There was a discussion relative to the ongoing affordable housing issues, and a discussion on the upcoming and ongoing issues relative to a proposed loan regarding the township’s obligation, no formal action at this time. A personnel matter involving the clerk for a stipend related to additional duties, which the governing body will address during a public session. There was also an update on a quit-claim deed, and the township also sought some legal advice on some items that do not require any formal action at this time.

PRESENTATION: Firewise Program- CERT Coordinator Maureen Tsadilas

CERT Coordinator M. Tsadilas introduced Brandon Smith, resident leader of the Plymouth Lake Firewise Community Association since 2015, a member of the Stillwater Volunteer Fire Company, and a Firewarden in this district. She also introduced Kenny Lunden, Section Forest Firewarden to this area. B. Smith gave the presentation on the Firewise program. Firewise is meant to get residents involved and realize the dangers of how fire can impact them in their community. The Firewise program provides simple, effective steps to help communities reduce the risk of destruction from wildfire. Firewise provides up-to-date take-action information to residents that helps them change the outcome of a wildfire in terms of home and neighborhood safety. Residents who participate in the process create an action plan that commits them to a sustained program of wildfire risk reduction that is both physically doable and cost-effective. A Firewise Committee would do assessments of people’s homes. The goal is to help them help themselves in the event of a fire. Forest Fire can assist in helping a committee to get started that’s willing to do the work. Deputy Mayor V. Rumsey stated that they can do a presentation at the Community Center and try to get volunteers. They responded that they usually start with the lake communities and will see if they can attend the next Paulinskill Lake Association’s meeting, then Crandon Lakes. Forest Fire said that they can perform controlled burns on private property; up to 25 acres is $250. They will do ¼ of an acre and up. The Firewise presentation can be viewed on the Township website.

Mayor L. Chammings thanked B. Smith, K. Lunden, and CERT Coordinator M. Tsadilas for the presentation.

COMMITTEE REPORTS:

Committeeman D. Manser

Committeeman D. Manser stated that Clean Up Day was on Saturday. Nine groups participated, who collected 410 pounds of trash and 116 pounds of recycling. The Fall Festival is this upcoming Saturday at 11:00 am at Stillwater School. CERT is taking over the Sheriff’s programs. They will now be called “Community Safety Programs” instead of “Senior Safety Programs”. December 5th at 6:00 pm will be the Tree Lighting. A vendor fair will take place on November 22nd at 11 am at the Community Center. There will also be a holiday decorating contest and Trunk or Treat at Veterans’ Park on October 26th at 2 pm.

Recreation also added a new member, Joanne Stout, as Alternate #2, and now has a full board.

The School Board had a meeting on September 8th and September 22nd. They introduced a new policy for the Pre-K program. They are at the max amount that they’re able to take and are having to turn people away. They may expand the program in the future. There was a presentation on their 5-year plan and District Goals.

Committeewoman D. Delaney

Committeewoman D. Delaney stated that she was not present at the Planning Board meeting on September 17th. There was only one hearing, no resolutions, and no completeness. Mayor L. Chammings noted that the Carson application was heard and approved. They are still reviewing Air B&B and short-term rentals. There will be no meeting this month. There will be a webinar on short-term rentals, which all the planning board members were encouraged to attend. They discussed the Fair Share Housing Plan, including looking into the Tanis property to see if it was COAH-restricted.

Deputy Mayor V. Rumsey

Deputy Mayor V. Rumsey stated that Saturday was the County fire parade. The fire department marched but did not have any vehicles in the parade, as they had a funeral the next day. They took a truck & lift to the funeral. The ambulance is being transported to Striker to have the stretcher removed. The lights and radios will come out once the ambulance is back.

The was a completeness and hearing on 1003 Route 521 to approve a barn. The resolution was also completed for the Rome property for the deck. The next Zoning Board meeting is on October 27th.

There was another issue with the door at the Community Center. The door was stuck and wouldn’t open. Anthony from Navis Doors came out and fixed the door; the hinge was bent. They are currently getting prices on a new door. Committeewoman D. Delaney finished the facilities manager job description for the Community Center. The position will be posted on the township website and the bulletin board in the municipal office.

Committeeman G. Scott

Mayor L. Chammings reported for Committeeman Scott as he was absent from the meeting. She spoke with Acting DPW Supervisor J. Gardner, who stated that the hot box isn’t working correctly but is under warranty. They have been doing a lot of paving and hot boxing. They have been busy cutting back the roadways and have the new storage structure up at the DPW garage. The bucket truck broke; they rented a manlift and really liked it. They stated that it’s much safer than the bucket truck. They are also working on cleaning up the recycling center, which has a lot of debris blowing around from the heavy winds.

Mayor L. Chammings

Mayor L. Chammings stated that she had a meeting with the new Superintendent of Stillwater School. He informed her that in about three years, they will need a referendum to repair their gym. There is going to be a state police helicopter landing at the school at 9:30 am on Thursday during the week of respect.

On October 23rd, CERT, herself, and some members of the fire department attended a live wire demonstration at the fairgrounds. They had a CERT meeting on the 24th, which was well attended. Four members aided in parking people at the funeral over the weekend. There was a County OEM meeting on the 25th, lots of training and platforms coming that they will need to learn when they have emergencies and need to request supplies.

On October 29th, she went with Acting DPW Supervisor J. Gardner to look at a pickup truck that the DPW is going to need. They will need some sort of vehicle that they can put things in and lock up.

On October 1st, Stillwater hosted the Mayor’s & Clerks’ lunch & learn with the State Police and Sheriff’s Department at the Community Center. They discussed how tractor-trailers are still a big issue in the County. She noted that there were 17 traffic stops by the Sheriff’s officers on cleanup day, and 12 tickets issued. There were three officers in the area.

Mayor L. Chammings stated that CFO T. Leonard gave everyone a reminder that the budget discussion for 2026 will begin soon. She noted that if anyone has any projects or purchases in mind for the township to start doing the research and have it ready to present to the committee for discussion.

The Book Mobile will begin coming to Stillwater Township twice per month. Once will be at the Community Center, most likely on Mondays at 2 pm for a couple of hours, then once per month at Stillwater Elementary School.

  1. Community Center Curator Job Description

Deputy Mayor V. Rumsey stated that Committeewoman D. Delaney came up with the job description and application for the curator at the Community Center. It will be posted on the township website and in the municipal office. Deputy Mayor V. Rumsey asked if it’s a non-paying group, who is going to be responsible for checking the Community Center. If it’s discovered that a non-paying group hasn’t cleaned up after themselves, it will be delt with that group.

A MOTION was made by Deputy Mayor V. Rumsey and seconded by Committeewoman D. Delaney, to approve the Community Center Curator Job Description as is, noting that this position is only for paid private events.

ORDINANCE INTRODUCTION AND FIRST READING

ORDINANCE 2025-02A

AN ORDINANCE FIXING SALARIES AND WAGES OF OFFICERS AND

EMPLOYEES OF THE TOWNSHIP OF STILLWATER, COUNTY OF

SUSSEX AND STATE OF NEW JERSEY, FOR THE YEAR 2025

BE IT ORDAINED by the Township Committee of the Township of Stillwater, in the County of Sussex, New Jersey, as follows;

Section 1. The Township of Stillwater shall pay it municipal officers and employees for services rendered as shown below. Figures shown represent annual salary, unless otherwise noted.

POSITION: SALARY RANGE:

Comm Ctr Curator (Facility Mgr.) (Stipend) $100.00 per event

Section 2. Specific salaries or wages established by the Ordinance shall be made active as of the first payroll of 2025 unless otherwise noted.

Section 3. Nothing in this ordinance shall be construed as making mandatory the payment of annual salary increments to any officer of employees of the Township of Stillwater. Salary or wage increases shall be contingent upon availability of funds.

Section 4. All former ordinances or parts thereof conflicting or inconsistent with the provisions of this ordinance are hereby repealed.

Section 5. This ordinance shall take effect after publication and passage according to law.

ORDINANCE 2025-15

CAPITAL ORDINANCE APPROPRIATING UP TO $50,000.00 FOR

THE PURCHASE OF A CREW CAB PICKUP TRUCK

BE IT ORDAINED by the Township Committee of the Township of Stillwater, in the County of Sussex, New Jersey, AS FOLLOWS;

Section 1. The improvement(s) or purpose(s) described in Section 3 of this capital ordinance are hereby respectively authorized as general improvements to be made or acquired by the Township of Stillwater, New Jersey. For the said improvement(s) or purpose(s) stated in said Section 3, there are hereby appropriated the respective sums of money therein stated as the appropriations made for said improvement(s) or purpose(s), said sums being inclusive of all appropriations heretofore made therefore and amounting in the aggregate to $50,000.00.

Section 2. For the financing of said improvement(s) or purpose(s) and to meet the part of said $50,000.00 appropriations, the Township will use $50,000.00 from the Capital Improvement Fund, as described in Section 3.

Section 3. The purpose hereby authorized for the allocation of which said obligations are to be spent, the appropriation made for an estimated cost of each such purpose, and the estimated maximum amount of funds to be spent for such purpose, is respectively as follows:

Crew Cab Pickup Truck $50,000.00 Capital Improvement Fund

The aforementioned improvement(s) or purpose(s) where applicable, are in accordance with specifications on file in the office of the Township Clerk, which specifications are hereby approved.

Section 4. The following additional matters are hereby determined, declared, recited and stated:

  1. The said purpose(s) described in Section 3 of this capital ordinance are capital expenses and are each a property or improvement which the Township may lawfully acquire or make as a general improvement, and no part of the cost thereof has been or shall be specifically assessed on property specially benefited thereby.
  2. The average period of usefulness of said purposes within the limitations of said Local bond Law and taking into consideration the respective amounts of the said obligations authorized for the several purposes, according to the reasonable life thereof computed by this capital ordinance, is a minimum of five (5) years.

Section 5. This capital ordinance shall take effect ten (10) days after the first publication thereof after final adoption, as provided by said Local Bond Law.

ORDINANCE 2025-16

BE IT ORDAINED by the Township Committee of the Township of Stillwater, in the County of Sussex, New Jersey, AS FOLLOWS;

Section 1. The improvement(s) or purpose(s) described in Section 3 of this capital ordinance are hereby respectively authorized as general improvements to be made or acquired by the Township of Stillwater, New Jersey. For the said improvement(s) or purpose(s) stated in said Section 3, there are hereby appropriated the respective sums of money therein stated as the appropriations made for said improvement(s) or purpose(s), said sums being inclusive of all appropriations heretofore made therefore and amounting in the aggregate to $40,000.00.

Section 2. For the financing of said improvement(s) or purpose(s) and to meet the part of said $40,000.00 appropriations, the Township will use $40,000.00 from the Storm Emergency Trust Fund, as described in Section 3.

Section 3. The purpose hereby authorized for the allocation of which said obligations are to be spent, the appropriation made for an estimated cost of each such purpose, and the estimated maximum amount of funds to be spent for such purpose, is respectively as follows:

Tow Behind Manlift $40,000.00 Storm Emergency Trust

The aforementioned improvement(s) or purpose(s) where applicable, are in accordance with specifications on file in the office of the Township Clerk, which specifications are hereby approved.

Section 4. The following additional matters are hereby determined, declared, recited and stated:

  1. Mayor L. Chammings noted that there was a correction to this Ordinance. $30,000.00 was the initial estimate for the manlift; however, after doing research, they have increased it to $40,000.00.

DISCUSSION ITEMS:

  1. Educational Benefit Request- J. Leatham

Mayor L. Chammings stated that an educational benefit request was submitted by the Deputy Clerk to take the first Municipal Clerk’s class. She spoke with J. Leatham regarding the request as well as the Clerk, and they both feel it’s beneficial to take the course. She will sign the document that states that she must continue working for the township for the next three years; otherwise, she’ll have to pay the township back for the class.

A MOTION was made by Deputy Mayor V. Rumsey and seconded by Committeewoman D. Delaney to approve J. Leatham’s Educational Request to take the Intro to the Municipal Clerk class.

The Committee reviewed the Best Practices Worksheet answers and accepted them as presented.

  1. Land Sale

Municipal Clerk V. Ingles requested that the date of the next land sale be decided so that the office may start planning for the sale. The Committee agreed the next land sale would be on or before April 30, 2026. The Clerk may move forward with having the properties appraised.

Township Resident C. Feenstra asked what the outcome of the gypsy moth survey was. Mayor L. Chammings replied that gypsy moth spraying will not be needed next year.

C. Feenstra stated that the town had recently purchased the bucket truck, which they now want to sell. Mayor L. Chammings stated that the bucket truck wasn’t purchased long ago; however, they knew it had some issues. The manlift can go higher and is much safer than the bucket truck.

C. Feenstra asked for an update on moving the trees at the Community Center. Committeeman D. Manser noted that it’s still too dry to move the plants at this time.

C. Feenstra wanted to mention the issue with the flooding on her property again, as well as the storage shed at the recycling center that could be used for gently used items that residents no longer want. Mayor L. Chammings replied that she had extensively looked at the drainage issue on West End Drive and that they can look into a shed for the recycling center for the 2026 capital budget.

ATTORNEY’S REPORT

Township Attorney E. Bernstein stated that he did not have anything additional to report.

BILLS LIST #15 $ 3,101,776.63

RESOLUTION 2025-141 AUTHORIZING PAYMENT OF BILLS

WHEREAS, the Chief Financial Officer has certified that funds are available in the proper account; and

WHEREAS, the Chief Financial Officer has approved payment upon certification from

the Township Department Heads that the goods and/or services have been rendered to the

Township;

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Committee of the Township of Stillwater that the current bill lists, dated October 7, 2025, are on file and available for public inspection in the Office of the Chief Financial Officer and approved by the Chief Financial Officer for payment, be paid.

A MOTION was made by Committeeman D. Manser and seconded by Deputy Mayor V. Rumsey to adopt Resolution 2025-141, funds permitting.

Mayor L. Chammings noted that $1.8 million is due to the BAN. Another million dollars is for the schools.

Committeewoman D. Delaney asked if anyone had seen the adult coloring books yet. Mayor L. Chammings stated that she had seen them.

ROLL CALL: Committeeman D. Manser; yes, Committeewoman D. Delaney; yes, Deputy Mayor V. Rumsey; yes, Mayor L. Chammings; yes. Motion carried with all in favor.
