The meeting was held in the Township Municipal Building and began at 7:04pm.

Present: Donna Apgar, Willie Corbisiero, Syrene Crowell, Barbara Kimmich, Ronald Kimmich, Carol Kouba, Doug McIntyre, Connie O’grady, Ilene Schwartz, Vince Troiano, John Tsadilas, and Maureen Tsadilas.

Dinner at tonight’s meeting was donated by Hydro Flow Fire Protection. Maureen sent them a thank you note.

Ilene made a motion to accept the minutes with one correction: the amount CERT could spend on equipment should say $850.00. All members present accepted the minutes.

Old Business:
Vera Rumsey, Kenny London, and Brandon Smith are working on a FireWise Program for Stillwater. It may be ready in November or December.

Search & Rescue training has been scheduled for November 22nd.

Connie, Michelle, Donna, Maureen, and Barbara assisted with parking for a Green Township firefighter’s funeral. Thank you to everyone that volunteered for this service. CERT received a thank you note from Green township’s former fire chief.

Maureen and Ilene assisted with the Stillwater Flu Shot Clinic.

Maureen and Michelle worked on a press release for the Herald and the Strauss newspapers for the upcoming CERT Basic Training Course.

Syrene attended a training on Vernon on how to approach people with substance abuse issues, specifically how to talk to them. We are hoping to get this training for Stillwater’s CERT next year.

Thank you to Connie for helping to organize the OEM room.

CERT did not participate in the Debbie Ann 5k Run this year.

New Business:
There was no OEM report this month.

COVID is back.

CERT is taking over the Senior Safety Programs, now called the Community Safety Programs, that are presented by the Sussex County Sheriff’s Office. Maureen will work with Hilary Manser from the Sheriff’s office to schedule the 2026 events. The next presentation will be on November 18th from 1pm-2pm at the Stillwater Community Center. The topic is “Car Theft Device.” This will be the last presentation for 2025.

January 28, 2026: Amy Overman from JCP&L will be presenting “Electrical Home Safety.” Ilene asked if we wanted to open this meeting up to the public.

Stillwater CERT has issued a list of training requirements. Everyone present received a copy and a list of events from the year. Ilene is creating a spreadsheet that would list all member’s trainings. According to Ilene, Lisa Chammings, OEM Coordinator, said we could issue waivers on certain requirements to people who, for good reason, are unable to meet yearly requirements.

Maureen stated that if CERT became a county-wide program, it could then qualify for government funding. Maureen explained the difference between CERT and MRC.

Maureen explained the process on accessing and applying for the SIDS FEMA number so that volunteers can complete two of the necessary trainings online. She elaborated on the importance of completing them.

Doug found a vendor that could sell us yellow safety coats, complete with printing, for $87.00 each. He made a motion to buy them, all members agreed. Maureen will order 10 for new members.

CERT can purchase yellow safety vests for $10.00 each. Ilene made a motion to spend up to $200.00 on purchasing them, all members agreed.

CERT received two donations at the Stillwater Fall Festival: one of $5.00 and one of $10.00. Willie Corbisiero works for a third-party safety company that maintains safety and security at work sites. His company donates to Stillwater CERT, also.

Maureen answered questions about the CERT Basic Training Course for those interested in taking it.

The next meeting will be November 19, and there is no December meeting.

The flag salute was done at the end of the meeting tonight.

Adjournment: The meeting adjourned at 8:09 pm.

Respectfully submitted,
Carol Kouba
