Minutes
The regular meeting of the Stillwater Township Planning Board was held at the Township Municipal Building and was called to order by Chairman Pierce at 7:32 p.m. He led the Board in the flag salute and he announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et.seq.

Mr. Donofrio made the motion to approve the minutes of July 21, 2021. Motion seconded by Mr. Barta. Roll call vote:

PUBLIC SESSION
Chairman Pierce opened the meeting up to the public at 7:35 p.m.
Mr. Sylvester questioned the status of the concerns that he raised back in April and in his May letter. The Board discussed Mr. Sylvester’s concerns, the tree removal ordinance, the appeal process, enforcement, jurisdiction, and responsibility. The Board also discussed when a tree removal plan should/may be submitted. Mr. Sylvester stated that a tree plan removal was required and he relied on the enforcement of the ordinance. The Board continued to discuss the issues.
With there being no further public comment, the meeting was closed to the public.

OLD/NEW BUSINESS:
Budget for 2022
The Board reviewed the 2021 Budget and the funding of the Master Plan. It was agreed that the Board would recommend, for 2022, the same budget as received in 2021.
Mr. Donofrio made the motion to recommend the 2022 Budget as discussed this evening. Motion seconded by Mr. Pierce. Roll call vote:

Liaison Updates-Committee, Mayor, Board of Adjustment, and Environmental
Mr. Barta and Mayor Chammings provided the Committee update, and the following were discussed: E-Code Review, Right to Farm, DEP Survey (Climate Change), Gallagher Review, leaking oil tank, fire truck purchase, Community Center (Facility Use), America Rescue Funds (radio’s and new roof), land sales, and tax sale.
Mr. Branagan provided an Environmental Commission update: Beautification Process,
Bio-Char, leaking oil tank, and the signs and the Recycling Shed at Veterans Memorial Park. The Christmas Tree Lighting is scheduled at the Community Center on December 10th.
Ms. Schemm stated that there are two hearings scheduled for Monday night’s Zoning Board of Adjustment meeting.

The meeting was opened to the public.
Mr. Sylvester thanked the Board for hearing him and he commented on 6 acre farmland assessment and the right to farm.
With there being no further public comment, the meeting was closed to the public.

With there being no further business, there was a motion made and seconded to adjourn the meeting at 9:04 p.m. In a voice vote, all were in favor.
