SPECIAL MEETING MINUTES

BICENTENNIAL MEETING

MAY 13, 2025

A REGULAR MEETING of the Stillwater Township Committee was called to order by Mayor L. Chammings at 6:05 p.m. Mayor L. Chammings stated that this meeting is being held in compliance with the provisions of P.L. 1975, Ch. 231, Secs. 4 & 13 the Sunshine Law and that adequate notice of the meeting has been published in the New Jersey Herald as to the time, place, and date of meetings, and is posted in the usual location of posted notices in the municipal building as well as electronically on the township website.

ROLL CALL:

Town Committee: Committeeman D. Manser, Committeewoman D. Delaney, Deputy Mayor V. Rumsey, Mayor L. Chammings

Recreation Commission: Mrs. Tosti, Mrs. Minervino, and Mrs. Falotico

Absent: Committeeman G. Scott, Mrs. Trotter, Mrs. DiBattista, Mr. Carovillano, Mrs. Richardson

Also Present: Historical Society Members Debra Drumm, Phyllis McGeehan, and Michelle Vosper

FLAG SALUTE: Led by Mayor L. Chammings

DISCUSSION: Stillwater Township Bicentennial Celebration

D. Drumm presented the finished product of the flags that will be hanging on the JCP&L poles. Mayor L. Chammings thanked the Historical Society and Mr. Woodcock for ordering flags and the banner. The DPW will install them on Thursday, weather pending. Mayor L. Chammings will assemble the hardware so it’s ready to be installed.

Mayor L. Chammings is still waiting to hear back from the Boy Scouts and 4H if they’d like to be in the parade. Girl Scouts responded that they will be in the parade. She will speak with Committeeman G. Scott to see if he can speak to the car clubs. Mr. Patriolio is involved with the car clubs as well and can look into having people in the parade. Mayor L. Chammings has already started on the tractors. The Fire Department will be bringing up the rear of the parade. The parade will be led by law enforcement. They’re trying to see if they can be on horseback. Miss Stillwater, Junior, and the Little Prince & Princess will also be in the parade. Miss Stillwater is trying to get her recycling group to be there as a vendor as well.

J. Minervino stated that there are currently 10 applicants for the Prince & Princess and Junior competition, but no one has registered for Miss Stillwater yet.

Recreation Chair T. Tosti explained that there are 13 paid vendors so far. Others have sent their paperwork in; they just haven’t received the money yet. She invited the Paulinskill Lake Association to be a vendor, but she hasn’t heard back yet. The vendors can start setting up at 9 am and need to be completely set up by 1:30 pm. She will be there all-day Friday, setting up the tents, stage, and the inflatables. Snake Oil Willie will be there early on Saturday to set up and will be performing later in the day. Tommy Knucklehead will be performing from 2:30 pm – 3:30 pm. Mayor L. Chammings will bring her stage over either Thursday or Friday to set up. T. Tosti will see if anyone is using the fields on Thursday; she told the organizations that they couldn’t use the fields on Friday-Sunday. She asked if the vendors would be able to pull into the park and park where they will be setting their tables up so that they aren’t taking up space in the parking lot. Everyone agreed that it would be fine.

Historical Society member M. Vosper presented the VIP invitation. The Historical Society had a rehearsal on Thursday for their program. They will be selling shirts and books at the event. They will be selling the T-shirts for $25 each. Capagna Coffee will be lending them supplies and giving them coffee to sell. They will need someone to make and sell the coffee. The Historical Society will be able to keep 30% of the proceeds. The newsboys will be handing out maps to people as they enter the event on Main Street. Some will be handing out a “newspaper” as well.

Historical Society member P. McGeehan stated that she has a map for the artisans for the setup on Main Street. The reenactment will be at 11:00 am. She let the Township Committee know that they’d greatly appreciate their appearance at the reenactment. She stated that they could be brought in or out in a horse and carriage. She is hoping that Channel 12 news will be there. If not, she asked everyone to take pictures, and they sent some to the paper. They can also do Facebook Live during the event. They discussed looking to see who the oldest resident in Stillwater is to acknowledge them at the event. They will speak with Joe Szabo to see if it’s him or if he knows of anyone else older than him.

The Fire Department RTV can taxi visitors from Stillwater School to Main Street.

They discussed the items that CFO T. Leonard has ordered for the bicentennial event, and whether they will be given away or if they will be charging for them. If they were selling, then who would be handling the cash?

Committeeman D. Manser stated that he asked for two (2) sign boards for the event and will check on the portable lights. He will ask for four (4).

Mayor L. Chammings stated that the historical marker for the Academy House is ready. She’s hoping that the other marker will be ready before the event as well. They will take them to the Town Hall and can present them at Veterans’ Park.

ADJOURNMENT

A MOTION was made by Committeewoman D. Delaney and seconded by Deputy Mayor V. Rumsey, with all members in favor, to adjourn the meeting at 7:14 P.M.
