PLANNING BOARD MEETING MINUTES

March 19, 2025

The Reorganization Meeting of the Stillwater Township Planning Board was held on the above date and was called to order by Chair Puccio at 7:00 pm.

Also Present: William Haggerty, Esq. and Joseph Vuich, PE

The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.

Mayor Chammings made the motion to approve the February 2025 Minutes, seconded by Mr. Voris

HEARINGS: None

OPEN TO THE PUBLIC: The meeting was opened to the public at 7:05. Mrs. Barbara Fornari attended and expressed interest in applying for the open alternate Board position. There being no public comment, the hearing was closed to the public at 7:06pm.

OLD/NEW BUSINESS:

• Parking Ordinance Review

Mr. Haggerty and Mr. Vuich opened the discussion by providing an overview of the current various parking ordinances. Mr. Vuich explained the different uses and requirements for parking, restrictions, and requirements. The matter was discussed in depth (approximately 1.5 hours) and many questions were answered. The final determination was that the Board does not advise amending the Ordinances currently in place. Any applicant with parking constraints would have the right to bring a site plan application to the Board for review.

LIAISONS: The report for the March 18th Township Committee meeting was provided by Dawn Delaney:

The Tax Collector provided a Tax Sale Certificate list containing 17 properties.

The CFO has reviewed the 2025 budget. It will be adopted at the April 18, 2025 meeting. The budget will be available online and at the Township for public review on or around March 30, 2025.

Additional funding was approved for the guiderail on Mt. Benevolence Road.

A resignation from a part-time DPW employee, Kyle Kavanagh, was accepted.

The Sheriff’s Patrol Agreement was discussed regarding specific roles.

Some discussion was held for regarding possible amendments to the Community Center rental agreement.

992 Fairview Lake Road will have additional grants for continued remediation.

The Environmental Commission report was provided by Mayor Chammings:

Minisink Press is printing 3 copies of the report Dr. Lippencott prepared by putting together 40 years of water analysis. One of the copies, as well as a link, will be provided to the Township Engineer for Stormwater Management.

Mandy Corston from Trex continues collecting plastic. The school has approximately 600lbs collected so far.

Discussion was held regarding an endangered species called a Fishercat which is being monitored and has been spotted near the recycling center and on Old Schoolhouse Road.

EXCUTIVE SESSION: None

PUBLIC COMMENT: Mrs. Puccio opened the hearing to the public at 9:05pm. An all in favor motion was made to present Barbara Fernari’s application for the 2nd alternate position to the Township Committee. There being no further public comment, the meeting was closed to the public.

ADJOURNMENT:

With there being no further business, a motion was made to adjourn the meeting with all in favor at 9:06pm.
