RECREATION COMMISSION
June 2, 2025 @ 7:00pm

MEMBERS PRESENT: Mr. Carovillano, Mrs. Minervino, Mrs. Falotico, Mrs. Trotter, Mrs. Richardson, and Mrs. Tosti
LIASION: Mrs. Delaney and Mr. Manser were both in attendance
MEMBERS ABSENT: Mrs. DiBattista

Mrs. Tosti called the meeting to order at 7:05 p.m. with the statement that this meeting follows the Open Public Meetings Act. Regular meetings are held on the first Monday of the month at 7:00 p.m., at the Stillwater Township Municipal Building located in Middleville, New Jersey. This meeting was held at the Stillwater Township Municipal Building.

The flag was saluted and roll call taken.

Approval of Meeting Minutes:
Mrs. Tosti made a motion to approve the minutes of the May 5, 2025, meeting, seconded by Mrs. Richardson.

Payment of Bills:
Mrs. Richardson made a motion to approve the payment of the following bills totaling $3,181.12, seconded by Mrs. Trotter.

Mrs. Tosti made a motion to set the prize amount of $50.00 per winner for Junior Miss and Junior Mister, seconded by Mrs. Minervino. This is new category for 2025.

Open Public Session – Agenda Items Only:
The meeting was opened to the public at 7:15 p.m. No one from the public wished to speak during the open public session. The meeting was closed to the public at 7:15 p.m.

There were no amendments made to the agenda.

Old Business:
Water Safety Update:
This year had a much higher attendance than last year regardless of the windy conditions.

Senior Wellness Program WISE – Dawn Tighe:
Open to Seniors 55 and older. This program began last Thursday and will continue to be held each Thursday for the next five weeks.

New Business:
There is no new business to report.

Sub-Committee Reports:
a. Clean Up Day – October 2025 – Mrs. Tosti:
There are no updates.

b. Miss Stillwater, Little Miss and Mr. Stillwater 6/1/2025 – Mrs. Minervino:
Mrs. Minervino announced the winners from each category. Unfortunately, there was only one contestant for Miss Stillwater, but she was very well spoken and had great credentials, so her win was well deserved.

c. Stillwater Day Bicentennial Celebration 6/7/2025:
Mrs. Tosti reported that there are five total porta john rentals for the event. She will be contacting Tri-State Rentals tomorrow to iron out the final details. Tri-State will be coordinating with All Access regarding the timing to set up the tent/stage. The tent must be set up prior to the stage
being set up. There will also be a secondary stage – Thank you, Mayor Chammings! Mayor Chammings has also left her trailer near the OEM office for easy loading of all our supplies and necessities prior to event day. She will transport items to Veteran’s Field where the Commission
will be able to load all items back into the trailer post event. The Activity Club will be accepting donations for popcorn and cotton candy. Mr. Carovillano will be picking up the dunk tank and bringing it to Veteran’s Field on Friday. It still needs to be confirmed if the Fire Department will
be able to fill the tank. Mrs. Delaney mentioned that she has been in contact with Tony to let him know she would like the PA system available and ready to go by 1:30 p.m. the latest. She also passed around a
brochure she made highlighting our events at Veteran’s Field for Stillwater Day. If there are any changes that need to be made or any upcoming events that need to be mentioned, please let her know as soon as possible. Mrs. Delaney relayed the updated list of items that will be available at Stillwater Day – tote bags (free), t-shirts, baseball caps, glasses, mugs, magnets (free), playing cards. All proceeds from items for sale will be donated to the Activity Club. Our CFO and Dawn Tighe will be running the table.

d. Garage Sale Weekend 5/17/2025 & 5/18/2025 – Mrs. Wunder:
There are no updates.

e. Summer Camp 8/11/2025-8/22/2025 – Mrs. Tosti:
The programs have been confirmed: turtles’ program, Rizzo’s Lizards program, K-9 program, and a water safety program. The application is available at Town Hall, in the school newsletter, and there will be flyers available on Stillwater Day. Mrs. Wunder read an email from a Blairstown resident asking if Summer Camp is only available to Stillwater residents. Mrs. Tosti will be contacting the resident to let her know a date that she will notify her by. Stillwater residents come first, but if there is still space available, we may be able to make an exception.

f. Sussex County Fair 8/1/2025-8/22/2025:
There are no updates, as no theme has been confirmed yet. Set up will take place one week prior to the fair opening.

g. Sussex County Day Expo 9/14/2025 @ 12:00-4:00 p.m.:
If anyone can volunteer an hour of their time to relieve Mrs. Tosti or Mrs. Richarson it would be much appreciated.

h. Decorating Contests (Holiday) – Chairperson Needed
There are no updates.

i. Tree Lighting – December 2025 – Mrs. Tosti/Mrs. Richardson:
There are no updates.

j. Egg Hunt – Mrs. Falotico and Mrs. DiBattista:
There are no updates.

k. Field/Pavilion Application Approvals, Scheduling – Mrs. Tosti:
Brett from the football league inquired about adding June to their schedule as long as it does not interfere with any other scheduled field use. The Commission agreed this will be allowed.

l. Field Maintenance – Mr. Carovillano:
Mr. Carovillano reported that the fields have been getting damaged due to users disregarding field closure. One net at Volunteer Field has been patched by DPW and the other has been ordered. Rebecca, the head of the soccer program, will be replacing the net when it arrives.

m. Senior Ice Cream Social– Mrs. Richardson:
This event will tentatively be held in July or August.

n. Veteran’s Event 11/9/2025 – Mrs. Minervino:
Since Mrs. Minervino will no longer be on the Recreation Commission, it will be discussed at the next meeting if another member would like to host this event. Mrs. Minervino is willing to give the new chairperson all the information, flyers, and notes regarding the event.

o. Emergency Services 9/11 Recognition Luncheon 9/7/2025 – Mrs. Minervino:
Since Mrs. Minervino will no longer be on the Recreation Commission, it will be discussed at the next meeting if another member would like to host this event. Mrs. Minervino is willing to give the new chairperson all the information, flyers, and notes regarding the event.

p. Sheriff’s Office @ 1:00-2:00 p.m. @ Community Center – Mrs. Minervino:
All are welcome

Committee Member Comments:
There were no Committee member comments.

Liaison Report: Mr. Manser and Mrs. Delaney
Mr. Manser said thank you to Recreation Commission for their Bicentennial prep. He apologized for being somewhat absent as he is dealing with a family illness.

Spraying for gypsy moths occurred last week.

The roads near Chammings Ring are being patched.

The fields are being maintained, especially at Veteran’s, in preparation for the event.

Stillwater Day information is posted at the County Garage and the Community Center.

The light trailer has been delivered at Veteran’s. There will be two Sherrif’s officers and one State Trooper at Stillwater Day.

The DPW will also be there to handle recycling and garbage.

Mr. Manser also took the time to thank Mrs. Minervino for all her hard work over the years and dedication to new events she brought with her.
