STILLWATER TOWNSHIP

Planning Board Meeting Minutes December 20, 2023

The regular meeting of the Stillwater Township Planning Board was held on the above date and was called to order by Bob Pierce at 7:30 pm.

Roll Call: Members Present:

Mr. Pierce Mrs. Wills

Mayor Chammings Mr. Voris

Mrs. Delaney

Members Absent: Mrs. Puccio, Mr. Lippencott

Also Present: William Haggerty, Esq.

The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.

SWEARING IN OF BOARD MEMEBERS:

Mayor Chammings made the motion to approve the minutes of November 15, 2023, seconded by Mrs. Delaney.

MEMORIALIZING RESOLUTIONS: AF & EJF, LLC- Block 3306, Lots 2.01, 2.04, 2.05, 2.06, 2.07, 2.99

Carly Clinton, Esquire of Schenk, Price, Smith & King appeared to represent the Nature Conservancy to clarify the amendments to the previously approved resolution.

Mayor Chammings made the motion to approve the memorialization of the above Resolution, pending the amendments discussed, seconded by Mr. Pierce.

HEARINGS: None

OPEN TO THE PUBLIC: The meeting was opened to the public at 7:47. There being no public comment, the hearing was closed.

OLD/NEW BUSINESS: Mr. Pierce questioned the Budget Discussion at the last meeting. Mayor Chammings advised that it was approved as presented with the only change being an increase of $100.00 in the allowance for training.

Mayor Chammings thanked Mr. Pierce for his 3 years of service as Chair of the Planning Board.

CORRESPONDENCE: None

LIAISONS:

Mrs. Delaney provided the Liaison report for the Township Committee.

The Township Clerk, Lynda Knott retired as of December 31, 2023. Valerie Ingalls was appointed Clerk, effective January 1, 2024, and Danielle Locasio was appointed as Deputy Clerk, effective January 1, 2024.

Joseph Furnari was appointed as Assistant Supervisor for the DPW.

Stillwater has entered into a shared service agreement with the Town of Newton for Animal Control.

Two Ordinances were passed regarding vacationing of roads.

Mrs. Wills provided the liaison report regarding the Environmental Commission. The Trex program is still ongoing.

There was no update from the Stream water Sub-Committee.

A draft of the 2023 Annual Report was presented and will be finalized at the next meeting.

EXCUTIVE SESSION: None

PUBLIC COMMENT:

Mr. Pierce opened the hearing to the public at 8:00 pm. There being no public comment, the meeting was closed to the public.

ADJOURNMENT:

With there being no further business, a motion was made to adjourn the meeting with all in favor.
