Planning Board Meeting Minutes
December 18, 2024
The Regular Meeting of the Stillwater Township Planning Board was held on the above date and was called to order by Chair Puccio.

The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.
MINUTES:
Mr. Pierce made the motion to approve the Minutes of September 18, 2024, seconded by Mr. Voris.

OPEN TO THE PUBLIC: The meeting was opened to the public at 7:38 pm.
Mr. Dimitri Gatanas spoke to voice concerns regarding the economic development of the neighborhood commercial district in downtown Stillwater. He feels the Planning and Zoning Boards are not aligned and are not promoting investment into the Stillwater Community.
There being no comment, the hearing was closed to the public at 7:40 pm.

OLD/NEW BUSINESS:
• Amanda Kavanagh was introduced to the Board as a prospective new member to possibly be sworn in during the January meeting.
• 2025 Budget Review
Mayor Chammings made the motion to approve the proposed 2025 Budget with no amendments, followed by Mr. Voris.

• The Board agreed to change the 2025 meeting dates from 7:30pm to 7:00pm.
• Mr. Voris spoke (following the Liaison’s reports) to express concerns about a potential conflict of interest. Mayor Chammings and the Board attorney suggested he direct said concern directly to the Chair of the Zoning Board.
• Further discussion was held regarding our parking ordinance and possible readjustment of the formula.
Mr. Voris made the motion to have the Township Engineer evaluate the current parking ordinance formula with a possible re-adjustment (if appropriate), seconded by Mr.
Lippencott.

The Committee Liaison Report was provided by Dawn Delaney
Salaries and wages have not yet been approved, as they are awaiting union negotiations. The matter will be tabled until an agreement is confirmed.
A Resolution was made regarding the change order for an increase to the Pierson Excavating project for demolition of the 992 Fairview Lake Road property.
Julieann Leatham was appointed Deputy Clerk. She will be given a slight pay increase and more weekly hours.
Jessica Caldwell was approved to prepare the Affordable Housing Obligation Review. Discussion was held regarding changing banks from Provident to Valley National.
The committee will be placing an old dump truck on Municibid for sale.
The Environmental Commission was provided by Mayor Chammings
Mandy Carston SW School received a grant and will also be doing an energy study at the Community Center.

ADJOURNMENT: With there being no further business, a motion was made to adjourn the meeting with all in favor.
