PLANNING BOARD MEETING
August 20, 2025
The regular meeting of the Stillwater Township Planning Board was held on the above date and was called to order by Vice Chair Pierce at 7:00pm.
Roll Call:
Members Present: Mr. Pierce, Mayor Chammings, Mrs. Delaney, Mr. Lippencott, Ms. Kavanagh, Mrs. McDonough, Mrs. Fornari
Members Absent: Mrs. Puccio, Mr. Voris
Also Present:
The Board stood for the flag salute, and it was announced that adequate notice of this meeting had been given to the public and the press under the provisions of the “Open Public Meetings Act”, N.J.S.A 10:4-1 et. seq.
Minutes: Mrs. Delaney made the motion to approve the July 2025 Minutes, seconded by Mrs. Fornari.

Mayor Chammings made a motion to deem the above matter complete for a hearing, seconded by Ms. Kavanagh.

Open to the Public: The meeting was opened to the public at 7:07pm. With there being no public comment, the hearing was closed to the public.
Bills: Mrs. Delaney made the motion to approve payment of the below bill, seconded by Mrs. McDonough.

Old/New Business:
AirBnB Ordinance: In addition to working on an Ordinance, the Township will be drafting an application form for residents who wish to operate an AirBnB. Mayor Chammings provided a sample form from the existing Bed & Breakfast application.
Economic Development Program: Mayor Chammings will attend the next meeting to obtain more information regarding joining the program in 2026.

Recreation – Meeting of August 4, 2025.
Kelly Ann Kalmerus was introduced as a new member of the Commission.
The Recreation Committee had a display at the State Fair. Thank you to Gina Richardson and Tara Tosti for your efforts!
Alicia Mann represented Stillwater in the Sussex County Farm & Horse Show pagent but was not crowned Miss Sussex County. She continues to attend recreation events as Miss Stillwater.
Summer Camp is winding down and was a huge success. It averaged 35-55 children per week. Various videos of their programs and activities can be viewed on their Facebook page.
A movie night will be held at the Community Center on Friday, August 22nd.
The DPW has worked on preparation of the fields for fall sports.
A brief Board of Health meeting was held prior to the Township Committee meeting. The Board reviewed reports from June and July containing information on mosquitoes, rabies, etc.
Township Committee – Meeting of August 19, 2025.
Ordinance 2025-13 was approved for appropriation of $25,000 for oil and stoning of roads.
Consent Agenda – All resolutions were approved, numbers 2025-117 through 2025-121.
Concerns were discussed regarding the closing of the bridge on Swartswood Road by the Sussex County Road Department. The minutes were requested and discussion will continue.
A nomination was made for the Environmental Commission regarding Mr. Lippencott’s 40 Year Water Report. Hoping for an award for his efforts in the future.
Resolution 2025-123 was approved to hire Jeremy King for a full time DPW position as Laborer 1, beginning September 1, 2025.
The Committee went into Executive Session and the meeting ended at 9:25pm.
The Township would like to extend condolences to Dave Manser and his family for the recent loss of his mother.
The Environmental Commission Report was provided by Mayor Chammings:
Dr. Lippencott will be answering questions in relation to the nomination for an award for his 40 Year Water Quality Report.
The Commission paid bills for the presentation that was done on July 26th for the 40 Year Water Quality Report. Approximately 30 people attended.
An application was received from Leona Kral.
Two site surveys were performed.
An email was received from a resident advising that he saw a mountain lion on Saddleback around the Wall Street area. This will be reported at the next Environmental Commission meeting.
Executive Session: None
Public Comment: Mrs. Puccio opened the hearing to the public at 8:03pm. There being no public comment, the meeting was closed to the public.

With there being no further business, a motion was made to adjourn the meeting with all in favor at 8:04pm.
