RECREATION COMMISSION
June 30, 2025 @ 7:00pm
This is in place of the July meeting. 

MEMBERS PRESENT: Mrs. Falotico, Mrs. DiBattista, Mrs. Richardson, and Mrs. Tosti
LIASION: Mr. Manser was in attendance
MEMBERS ABSENT: Mr. Carovillano and Mrs. Trotter

Mrs. Tosti called the meeting to order at 7:04 p.m. with the statement that this meeting follows the Open Public Meetings Act. Regular meetings are held on the first Monday of the month at 7:00 p.m., at the Stillwater Township Municipal Building located in Middleville, New Jersey. This meeting was held at the Stillwater Township Municipal Building.

The flag was saluted and roll call taken.

Approval of Meeting Minutes:
Mrs. Richardson made a motion to approve the minutes of the June 2, 2025, meeting, seconded by Mrs. Tosti.

Payment of Bills:
Mrs. Falotico made a motion to approve the payment of the following bills totaling $3,782.36, seconded by Mrs. Tosti.

Correspondence:
Mrs. Richardson reported that there was an applicant, Keri Klamarus, interested in becoming a member of the Recreation Commission.

Open Public Session – Agenda Items Only:
The meeting was opened to the public at 7:15 p.m. No one from the public wished to speak during the open public session. The meeting was closed to the public at 7:15 p.m.

Amendments to the Agenda:
Mrs. Klamarus’ application was added to New Business.

Old Business:
Senior Wellness Program WISE – Dawn Tighe:
Open to Seniors 55 and older. The program is reportedly going well with positive feedback. Please continue to spread the word for anyone who may be interested in attending as there is still open availability.

New Business:
It was noted that the Historical Society will be hosting their Fall Festival event on 10/11/2025.

Mrs. Tosit read the email application received by Keri Klamarus. The Commission agreed she would be a great asset to the Recreation Commission. Mrs. Klamarus would be filling the vacancy of a full member. Mrs. Tosti made the suggestion of adding Mrs. Wunder, our secretary, as a temporary alternate for voting purposes. In the past, a meeting was canceled (after members were already present at Town Hall waiting for the meeting the begin) due to there not being enough voting members present. Since the secretary is already present, having her act as a temporary alternate would decrease the chances of a meeting having to be canceled for similar reasons. Making Mrs. Wunder a temporary alternate allows the position to be available should any applicant be interested. The Recreation Commission agreed this would be helpful. The Recreation Commission will now have seven full members with one temporary alternate member.

Mrs. Tosti made a motion to accept Keri Klamarus’s application to fill the vacancy for the seventh position of a full member, seconded by Mrs. Falotico.

Mrs. Tosti made a motion to accept Danielle Wunder as the temporary alternate, seconded by Mrs. Richrdson.

Sub-Committee Reports:
a. Clean Up Day – October 2025 – Mrs. Tosti:
There are no updates.

b. Miss Stillwater, Little Miss and Mr. Stillwater 6/1/2025 – Mrs. Minervino:
Mrs. Richardson read an email sent by Mrs. Minervino reporting positive feedback she received on the festivities on Main Street and the firework show. Residents requested this for the Fall Festival as well. She also sent the Castner’s, Sugar Shack, a thank you note for donating 25 gift certificates to the contestants’ goodie bags.

c. Stillwater Day Bicentennial Celebration 6/7/2025:
There was a lot of positive feedback from residents, noting that it reminded residents of Stillwater Days held years ago. There was a consistent crowd throughout the day/evening even with inclement weather at the beginning of festivities. All the profits made from items sold went to the Activity Club – thank you! Mrs. Richardson said the only complaint she received was that everything was spread too far apart. This may be something to reconsider for future events. Mrs. Falotico mentioned locking in our 2026 date sooner than later. We typically set the date by December, but this year we will finalize a date prior to December. Most of the supplies have been returned to the pod. The trailer was very helpful! Mrs. Tosti has thank you cards set aside for volunteers. Mrs. Tosti recommended considering ordering a new large tent if the end of year budget allows for the purchase. Mrs. DiBattista noted that there should always be at least one Recreation members present at our table to be the face of the Commission and maintain professionalism.

d. Garage Sale Weekend 5/17/2025 & 5/18/2025 – Mrs. Wunder:
A member from Hardwick Historical Society mentioned piggybacking off our Fall Garage Sale. Since we no longer hold a Fall Garage Sale due to the lack of interest, Mrs. Tosti will let them know about our Spring Garage Sale.

e. Summer Camp 8/11/2025-8/22/2025 – Mrs. Tosti:
The programs have been confirmed: turtles’ program (sponsored by the Clean Communities grant), Rizzo’s Lizards program (sponsored by the Clean Communities grant), K-9 program, and a water safety program. Mrs. Mcgeehan will also be hosting a nature walk to discuss plants that are good/bad, as well as doing a floral stamp craft. At a previous meeting, Mrs. Wunder read an email from a Blairstown resident asking if Summer Camp is only available to Stillwater residents. After approval was received, Mrs. Wunder sent the resident an application. Although Stillwater residents take priority, if the non-resident lives within a certain vicinity of Stillwater and there are still spots available, we can make an exception. Mrs. Richardson suggested bins be purchased to hold each child’s items to avoid lost belongings. In the past, many items were left behind and never claimed.

Mrs. Tosti mentioned that our CFO sent an email regarding holding a movie night on 8/22/2025 (negotiable if needed), sponsored by Clean Communities. The movie chosen is WALL-E. It is being taken care of by our CFO and she will also be available to volunteer for the event. The Recreation agreed on the date.

f. Sussex County Fair 8/1/2025-8/9/2025:
Set up will take place one week prior to the start of the fair. The theme has been confirmed – Round Up for Red White and Blue. Everyone is welcome to join and any pictures are welcomed to be included.

g. Sussex County Day Expo 9/14/2025 @ 12:00-4:00 p.m.:
If anyone can volunteer an hour of their time to relieve Mrs. Tosti or Mrs. Richarson it would be much appreciated. Mrs. DiBattista confirmed she will be available to help, especially in the crafting department.

h. Senior Events – Mrs. Richardson:
Ice Cream Social 7/18/2025 @ 6p-8p @ Community Center:
There are plenty of volunteers, but all members are welcome to join. Mrs. McGeehan from the Historical Society will be serving ice cream. There will also be a historical presentation for any attendees who may of missed Stillwater Day. Moving forward, it is encouraged to get to know the Historical Society better and assist them with events as they are helping us. We are both entities that are the face of Stillwater.

i. Decorating Contests (Holiday) – Chairperson Needed
There are no updates.

j. Tree Lighting – 12/5/2025 – Mrs. Tosti/Mrs. Richardson:
There are no updates.

k. Egg Hunt – Mrs. Falotico and Mrs. DiBattista:
It was discussed having this event be rain or shine, as many other towns do as well.

l. Field/Pavilion Application Approvals, Scheduling – Mrs. Tosti:
There were no field/pavilion applications to approve.

m. Field Maintenance – Mr. Carovillano:
Grub control and fertilizer is set to be on all fields. A resident emailed the Recreation Commission in regard to the condition of the pickleball courts post lawn maintenance. It was stated that grass clippings were left on the court. In addition, the picnic table was set on its side to properly maintain the lawn, however, the resident noted that it could be a potential hazard especially for small children. Mrs. Tosti will be reaching out to the DPW, but it was noted that any player can offer to stop their game and request that the clippings be removed. The DPW may not have wanted to interfere with their game to do so. Mrs. Wunder will be contacting the resident to relay information and solutions discussed during the meeting.

n. Veteran’s Event – Mrs. Minervino:
Since Mrs. Minervino is no longer a member of the Recreation Commission, another member will have to chair the event. Since the event is so soon, there is not enough time to properly plan the event for 2025. The Commission agreed to revisit hosting this event in 2026.

o. Emergency Services 9/11 Recognition Luncheon – Mrs. Minervino:
Since Mrs. Minervino is no longer a member of the Recreation Commission, another member will have to chair the event. Since the event is so soon, there is not enough time to properly plan the event for 2025. The Commission agreed to revisit hosting this event in 2026.

Liaison Report: Mr. Manser said thank you to the Recreation Commission for their hard work and dedication to making our Bicentennial/Stillwater Day a success.

Adjournment:
Mrs. Tosti made a motion to adjourn the meeting at 8:46 p.m., seconded by Mrs. Richardson. A vote was taken, and all were in favor.
